    We respectfully submit our manuscript which discusses some new observations
of kilometric continuum (KC) emission obtained by the Polar spacecraft.  We
believe these observations reveal new information about the likely source
region of this emission, and also indicate that the structure of the
plasmasphere may be much less homogeneous than originally thought.  We hope
